China expanded and digitized departure tax refund services in 2026. Overseas visitors should shop at participating stores, preserve the required documents and goods, and complete customs and refund procedures at an eligible departure port. A store's tax-free sign does not remove the need to follow the official process.

Before buying: confirm the store participates

Ask whether the retailer is an authorized departure tax refund store and whether the specific purchase qualifies. Request the required sales invoice and tax refund application documents using the same valid travel document you will present when departing. Ordinary receipts or purchases from non-participating sellers may not support a refund.

Refund-upon-purchase is not the final departure check

The refund-upon-purchase model can provide an advance or instant refund at participating locations, normally with an agreement and card pre-authorization. Official 2026 guidance states that travelers using this service have 28 days to leave China and complete the departure procedure. If the requirements are not completed, the guarantee or pre-authorization arrangements may apply.

Prepare for customs inspection at departure

Keep the eligible goods, original documents, passport and purchase evidence accessible rather than packing everything deep inside checked luggage. From 1 July 2026, official guidance describes random physical inspection for application forms involving sales below CNY 10,000, while forms at or above CNY 10,000 remain subject to individual inspection. Customs can still require examination when appropriate.

Paperless processing expands from September 2026

The State Taxation Administration announced that from 1 September participating stores may upload visitors' valid identification documents for refund-upon-purchase applications, supporting online review and more paperless processing. Pilot online-store refunds and a nationwide information-entry service code are also planned. Availability can differ by store and departure point during rollout.

Airport and city-specific arrangements

Processes, desks, operating hours and supported refund methods vary by departure port. Shanghai has announced smart verification and self-service query equipment for Pudong and Hongqiao airports, while other cities are expanding their own networks. Check the airport, customs and tax authority information for the exact port shortly before departure.

Treat the refund as a regulated departure process, not an automatic checkout discount.
